of Masaryk University in Brno Support Centre for Students with Special Needs

Legal Background

The Working Regulations are based on Law No. 257/2001 Coll. of 29 June 2001 on Libraries and Terms of Operating Public Library and Information Services (further only Library Act), on Higher Education Act (Act 111/1998), on the Masaryk University Library Regulations (further only MU LR – Czech only) and on the Support Centre for Students with Special Needs Foundation Act.

The Working Regulations are in pursuant with these laws and regulations:

Article 1
The Subject of Arrangement

These Working Regulations specify the basic principles of the Library and Publishing Section of Masaryk University Support Centre for Students with Special Needs (hereafter only the library).

Article 2
The role and activity of the library

  1. The library is part of the Masaryk University library system and provides the function of the university library by for the Masaryk University Support Centre for Students with Special Needs (here after The Centre).
  2. The mission of the library is to secure access to information for the handicapped minority of citizens, primarily to provide library and information services for the blind and the partially blind, for the deaf and hearing-impaired, for the physically disabled and possibly to any other students with disabilities at individual faculties of Masaryk University in Brno. The preferential treatment of this group assures the rights of a citizen for independent and equal access to information.

Article 3
Collections

  1. The library's collection consists mostly of study literature aimed at study fields taught at Masaryk University in Brno faculties in the form accessible to users with disabilities.
  2. The library is hybrid combining paper documents with digital and audio documents.
  3. The paper document collection consists of
    1. Black-print texts
    2. Texts printed in Braille point writing
  4. The digital collection of the library consists of:
    1. Electronic resources accessible locally (CD)
    2. Electronic resources with distant access on the Centre's server
  5. The collection is listed in an automatic library system.

Article 4
Library and Information Services

  1. The Library provides its services in pursuant with §4 of the Library Act
    1. Lending Services
      1. aa. In-house lending
      2. ab. External lending
      3. ac. Interlibrary lending
      4. ad. Access to digital library
      5. ae. Sending an electronic document
    2. Information services
      1. ba. Providing oral bibliographic, bibliographic search and factographic information
      2. bb. The possibility to use the Centre's study rooms and particularly the special information technologies for access to further information resources by way of the Internet
    3. Publishing services
      1. ca. Making and adjusting digital copies of study literature for the needs of library users' with visual impairment
      2. cb. Publishing study literature in Braille point writing
      3. cc. Making of haptic graphic
    4. Graphic reproduction services
      1. da. Making copies of haptic documents (text or graphic) published in the Support Centre for Students with Special Needs
  2. Services are provided for the users depending on their classification in one of the user categories

Article 5
Users

  1. A library user is an individual who once or repeatedly uses some of the services provided by the library.
  2. The users may be either registered or non-registered. According to Article IV of MU LR the users are divided into groups which the Centre for its own needs divides into the following groups:
    1. The group of in-house users
      • Persons (MU students and employees) with special needs
      • Other MU students and employees
    2. The group of external users
      • Persons (public) with special needs
      • Other individuals

Article 6
Registration

  1. Arrangements stated in the Article 4 of MU LR are valid to the full extent.
  2. The registration completed in any other MU library is valid for the Centre's library as well but it does not guarantee providing services to the full extent, particularly the services of the digital library.
  3. Access to the digital library can only be obtained by persons with special needs and it is necessary to provide a copy of the health disability card (ZTP, ZTP/P) and to sign the statement on handling electronic copies gained from the digital library
  4. Registration of in-house users is free, external users without special needs are obliged to pay the registration fee according to the Masaryk University libraries' price list.

Article 7
Users' Rights and Obligations

  1. Non-registered users have rights only for in-house use.
  2. Registered users have the right according to their categorization to these services:

    Internal users with special needs
    - all services mentioned in Article IV, point 1 a-d
    Other internal users
    - services mentioned in Article IV, point 1 aa, ab, ba
    External users with special needs
    - services mentioned in Article IV, point 1 aa-ac, ae, ba, c-d
    Other external users
    - services mentioned in Article IV, point aa, ab, ba

  3. Users are obliged to respect these working regulations, particularly the lending periods set and conditions for handling electronic copies.
  4. In case of serious or repeated infringement of the working rules the user may temporally or permanently place restrictions on the user's rights.

Article VIII
Lending regulations

  1. The library allows access to its collection:
    1. by in-house use or external loan of physically present documents
    2. by assigning the access rights to the digital library or by sending the electronic document in case the user has the right to this service (see article 7)
  2. In-house use and external loans take place on the library's premises in the presence of a library employee
  3. The user is responsible for the lent document and is not authorized to lend it to anyone. The user is obligated to give it back within the loan period in the same condition as it was borrowed.
  4. The loan can be prolonged if the document has not been requested. The number of possible renewals is not limited.
  5. A document borrowed by a different user is possible to reserve in an electronic way – by a letter addressed to library staff.
  6. The library staff is entitled to request the return of the document before the expiration of the lending period or to not allow further prolongation.
  7. When exceeding the lending period, the user is obliged to pay a fee for the delay according to the valid pricelist
  8. In case the library does not own the required title, the internal user with specific needs has the right to ask for inter-library loan or for making a digital copy of the work (in this case the user states together with complete bibliographic data of the publication the name of the course for which the title is necessary).
  9. The responsible library staff decides about lending in which the orders for new electronic copies and haptic prints are processed. Requests for titles, which serve securing the contemporary lessons at MU, are processed with urgency.
  10. The lending periods are determined by the document and user category (see article 5). The library's fund is divided due to its form and content into the following categories:
    1. In-house use – black-print language textbooks and other black-print texts as well as audio documents which serve direct study at the Centre
    2. Short-term loan – other black-print publications which are not mentioned in paragraph a.
    3. Semester loan – haptic scripts published by MU and other haptic prints printed primarily for MU students' needs
    4. Standard loan – other haptic documents and other audio documents not mentioned in paragraph c. or a.
    5. Long-term loan – documents on deposit in other sections of the Centre for which use they were primarily made
    6. Distance accessible – Internet accessible electronic documents

Article 9
Pricelist

  1. The services mentioned in Article IV, point 1 a) and b) are provided to all eligible users of the library for free
  2. The services mentioned in article IV, points 1 c) and d) are provided to in-house users with special needs free of charge provided that they are directly related to their studies at MU in Brno. In other cases they are charged according to the pricelist mentioned in point 3. These services are offered to external users only for a fee.
  3. The pricelist of the charged fees
    • Making electronic copy (in a document format for the text editor Microsoft Word) – according to the character of the text – 10-35 CZK per standard page (1800 characters)
    • Making a haptic copy of an already haptically published work – 1 CZK per sheet of Braille paper + the price of binding
    • Making a haptic graphic – the price is rated for each case specifically, the price of materials depends on the type. After the submission of resource materials, the library's employees will prepare a rough estimation of the price
    • Making a new haptic print – according to text's character 25-50 CZK per standard page + 1 CZK for a sheet of Braille paper + price of the binding + price of the possible graphic
  4. Responsible employees of the Centre are eligible to adjust the prices in legitimate cases.
  5. The pricelist of the uniform fees of the library's system is part of the MU LR and is valid for the Centre's library.

Article 10
Closing provisions

  1. The director of the Support Centre for Students with Special Needs and the head of the Library and Publishing Section can approve exceptions to the Library Regulations
  2. The working regulations take effect November 1, 2005.
